GOLDEN TELECOM starts to use a network code 8 039. From October, 2003, all mobile subscribers of GOLDEN TELECOM will get numbers to reach by dialing 8 039 and seven-digit number; for all subscribers, this seven-digit number will coincide with the existing direct number of the subscriber.

As before, all contract subscribers of GOLDEN TELECOM will be able to use the existing direct number. Therefore, the number beginning from 8 039 will be considered as the basic one, and the direct number will be auxiliary. The calls coming to the direct number will be readdressed automatically to the principal number beginning from 8 039.

The UNLIMITED tariff plan should, first of all, interest subscribers who wish to use mobile communication without any restrictions, and if necessary, replace their office or home telephones with mobile ones, while at the same time paying planned costs.

For contract subscribers, the activation of numbers with a code 8 039 will begin from October 14, 2003, and will last for two months. From the moment of activation of the basic number with a code 8 039, contract subscribers will be able to call in two ways: either by dialing a code 8 039 and a seven-digit number, or, as before, by dialing only seven digits of the direct number using any intercity phone. In the latter case, the call will be forwarded from the direct number to the basic number with a code 8 039. Contract subscribers who wish to refuse the direct number will have to apply to the Customer Service Center. From the moment of that refusal, mobile subscribers will be reached only using a code 8 039.

The terms, the time, and the succession of activation of 8 039-numbers for all subscribers will depend on characteristics of the given engineering procedure and could not be changed. Each subscriber will be informed on the precise date of activation of 8 039-numbers with a short message (SMS), once the date of activation of 8 039-number for this subscriber is known.

All incoming calls coming to the principal number with a code 8 039 will be free of charge. A new service for call forwarding from direct intercity numbers to basic numbers with a code 8 039, at the price of $0.20 per minute, will be introduced for all contract subscribers. The exception will be provided for subscribers of the "Unlimited" tariff plan who can enjoy such call forwarding free of charge. The service of call forwarding from the direct number to the principal number will be automatically included for all contract subscribers from the moment of activation for the given subscriber of the number with a code 8 039. One can terminate the using of this call forwarding service with a refusal of the direct intercity number (except for the "Unlimited" tariff plan). Subscribers will be able to discriminate the calls coming to the basic number with a code 8 039, and the calls forwarded from the direct number to the principal one.

GOLDEN TELECOM will not charge for the connection, neither for incoming, nor for outcoming calls.

From the moment of activation of 8 039-number for all mobile subscribers of GOLDEN TELECOM the rules for dialing local numbers will be changed:

• before the seven-digit number of the subscriber, it will be necessary to dial city code (for example, Kyiv city code 8 044 еее ееее)
• when calling within a mobile network of GOLDEN TELECOM, subscribers will be able to dial both direct numbers and the numbers with a network code 8 039
• the rules for sending of short messages (SMS) will be changed as well. In order to send SMS to the subscriber of GOLDEN TELECOM it will be necessary to dial number in +38 039 еееееее format.

Simultaneously with the introduction of a code 8 039 from October 14, 2003, GOLDEN TELECOM will substantially lower tariffs for all popular tariff plans:

"Benefit" tariff plan

• Tariffs for outcoming calls within Ukraine will be lowered by 12 - 70%, depending on the number of minutes
• All incoming calls from any phone numbers will be free of charge.

• The tariff for outcoming long-distance calls will be lowered from $0.19 to $0.10 per minute
• Subscribers of the "Unlimited" tariff plan will be provided with a direct intercity number, readdressing of calls from the direct number to 8 039-number will not be charged
• All incoming calls from any phone numbers will be free of charge.
